Looks like a bug to me.
Some bugs do not eat all the way through a leaf, they instead just skim the top or bottom, leaving these very thin dead spots.
A specific bug that likes to do that to maples, I don't know, but it resembles the type of damage you might see from bean leaf beetles on bean plants.
If its a bug problem, then your neighbor's trees may have the same problem.
Is that the case?
Does anyone else in your neighborhood have a maple tree and if so does it have this same problem?
basically, if this is just limited to your tree or type of tree, then it would seem to me that it may be a disease. If other trees have the problem then it's probably a bug. Not to say diseases can't infect multiple trees or different types of trees... but a bug would seem more likely.
